1. Wolfsberg luncht mit mir, sagt: Consuls Report traf am 28. Juni (statt 20!) in W. ein! Das war zu spät für die Regelung! Mr. Halley vom State Dept. ließ alles offen, jedoch meinte (?) sie sollte fortfahren in Ihren Bemühungen. Sie soll die neuen Formulare ausfüllen, die ihr bald zugeschickt werden sollen. Man sagte ihr aber auch, die Beziehungen von Hochwald seien doch so gute, daß er es doch dort gut haben kann (!) Ich gab ihr die Anweisung über das neue Verfahren des State Dept., das ich heute vom Dept. erhalten hatte, zusammen mit Brief vom Madrider Consul.

H. hat auch gültiges Siames Visum, das aber in Spanien nicht anerkannt wird zur Befreiung.

1. Ilse Wolfsberg had lunch with me and said that the Consul’s report arrived in Washington on June 28th (instead of June 20th). That was to late for the ruling. Mr. Halley from the State Department kept everything open and told her that she should continue with her efforts. She should fill out the new forms that would be sent to her soon. Someone also told her that Hochwald’s contacts were so good that he could live well over there! I gave her the instructions regarding the State Department’s new process, which I received today from the Department along with a letter the Madrid Consul.

Hochwald’s case should be the most favorable to take care of in Madrid. However, the Consul won’t write a report.
Hochwald has 3 affidavits:
1) His brother, $2,300 per year. Dependent wife. Affidavit for his mother!
2) A professor, through his brother
3) A rich man in St. Paul through Wolfsberg (Jacobs)
Hochwald also has a valid visa for Siam, which is not recognized in Spain for his liberation.
I am considering the following options:
1) Proxy marriage (Ilse asks if you can also get divorced from a proxy marriage)
2) President’s Advisory Committee
3) Dr. Walter Strauss, Cuba or somewhere else
4) Hicem, regarding the proxy marriage and Siam
5) Ask Frank
